Obama's CTO eyes cloud, mobile options

The federal government is "bullish" on prospects for using cloud and mobile technologies, although perhaps not at the expense of existing legacy infrastructure, federal CTO Aneesh Chopra said in an interview with InfoWorld last week.

During an appearance in Silicon Valley, Chopra, the nation's first-ever CTO, acknowledged the inevitable emergence of cloud and mobile as solutions for the federal government, but he sees them as supplementing rather than replacing legacy systems. He said, "I'm not so sure it's an either/or. I absolutely see the trend toward the combination of cloud and mobile as a very, very powerful asset to be mined for new capabilities that aren't yet online. It might very well be that legacy infrastructure will stay on its course, but new capabilities are introduced in a manner that takes advantage of cloud and mobile -- and we're very bullish on those prospects."

The federal government is pursuing cloud computing and has a team focused on security concerns related to it, Chopra said. "We want to make sure there are opportunities for all forms of cloud computing -- private clouds, hybrid clouds, commercial clouds -- and we've been engaged in the process."

Federal officials are talking with Microsoft, Google, HP, and others about breakthroughs in cloud computing. Chopra said, "My colleague [U.S. CIO Vivek Kundra] is managing the cloud-first policy for the adoption in the federal government, and that's on track and on plan." The government in its cloud pursuits seeks to get the industry to adopt technical standards for security, interoperability, and other capabilities, Chopra said.

Chopra has mapped out key IT priorities for his boss, President Barack Obama. "I have five priorities for the president. The first of those priorities is to modernize our digital infrastructure, emphasizing fourth-generation wireless technologies. Where that's progressing is we have a proposed bill the president called for in the State of the Union [address] that would liberate 500MHz of spectrum over the next 10 years."

The second priority, said Chopra, involves the Startup America program, emphasizing new market opportunities in health, energy, and education. "Number three, we're working on Internet policy principles. We've announced our support for a privacy bill of rights, so that obviously needs congressional review. [Also] the president released a cyber security plan. My responsibility in that is the R&D domain, and we will be publishing a broader Internet policy principles agenda later this summer," he said. The administration wants the private sector to voluntarily develop codes of conduct related to online privacy, enforceable by the Federal Trade Commission.

Common Feather and Skin Disorders in Parrots and Other Pet Birds ...

For millions of proud bird and parrot owners in the United States, the relationship that they have with their avian friends are just as fulfilling if not more fulfilling than that of the relationship between a dog and its owner. Parrots, for one thing, are highly intelligent and bond deeply with their owners. Parrots can even become possessive of their owners and attack family members or friends that are very close to the owner. Parrots lovers also point out that parrots have the ability to mimic speech and thus offer a level of personal connection that dogs or cats are not capable of giving. But for all the amazing things that can come out of having a bird as a pet, one of the major downsides is dealing with illness and disorders in these pets. The anatomy of a bird is completely different from that of dogs and cats and few vets are properly prepared or equipped to treat parrots or other pet birds.

Pet birds are also much more fragile than other animals and any treatment for birds must be comparatively benign in order to not kill the bird in treatment. Much of their fragility comes with the fact that they have feathers instead of fur and thus there are large amounts of exposed skin underneath the feathers of birds. Birds, therefore, have a number of diseases and disorders that just revolve around issues with their feathers and skin.

Types of Feather Disorders

Almost every type of bird will pick at their feathers to a certain extend, but when the picking gets out of hand and they start to lose a great deal of feathers, they may be suffering from one of the following disorders or diseases in birds:

? Feather cysts-these are commonly found on the wings of birds and can result in infection. Most treatment requires surgical removal of the cysts from the bird.

? Behavioral feather picking-if a bird obsessively picks at its feathers and it starts to lose a large amount of them it may be a result of recent trauma or emotional upset.

? Polyfollicles-this is when multiple feathers grow from one follicle. This can cause inflammation and infection. It is thought to be caused from a virus.

Nokia lowers devices and services outlook for Q2, increasingly confident about first Windows Phone in Q4

You know what happens when you tell the world that you're abandoning Symbian for Windows Phone? Right, Symbian sales dry up. No matter how many times you boast about plans to sell an additional 150 million new Symbian devices, and no matter how long you commit to supporting Symbian devices, the OS is essentially dead to developers and consumers alike. So, we're not surprised to hear that Nokia just lowered its devices and services outlook for Q2 of 2011. The updated guidance calls for devices and services net sales to be substantially below the EUR 6.1 billion to EUR 6.6 billion expected in Q2 due to lower than expected average selling prices on lower volumes. It also sees margins drifting below the expected range of 6 percent to 9 percent due to lower than expected net sales -- Nokia expects its non-IFRS operating margin to be "around breakeven." As a result, Nokia is also pulling back its annual targets for 2011 and will provide further updates as its situation becomes more clear.

On the positive side, Nokia does say that it has "increased confidence" that it will ship its first Windows Phone product in Q4 2011. Let's hope so.

Intel's Ivy Bridge coming Q1 2012, growing festive moss while you wait

If you were religiously awaiting the fruition of last month's Intel leak, brace yourself: we've got another one. Although Intel's updated roadmap hasn't changed anything per se, it does offer a few specifics. Whereas the previous schedule only suggested we'd be crossing the Ivy Bridge in the first half of 2012, the new roadmap shows the 22 nanometer processor penned in at the end of the first quarter. The Sandy Bridge E series is still on schedule for Q4 however, so unless you just have to have native USB 3.0 and DirectX 11 support, you still have plenty to look forward to. Otherwise, we'll see you in April.

My moms husband is going to file for her citizenship. She included my name in the paperwork to be legal when her husband filed for her.
