Gulf oil spill could result in criminal charges for BP employees (The Christian Science Monitor)

Chicago ? Federal criminal charges may be pending for key individuals involved in the Gulf of Mexico oil spill.

The Wall Street Journal reported Thursday that federal prosecutors are targeting several Houston-based engineers and at least one supervisor employed by BP, the British oil giant. BP is one of three parties blamed for the explosion of the Deepwater Horizon oil rig in April 2010 resulting in 11 deaths and the release of 4.9 million barrels of oil (206 million gallons) into the Gulf.

The charges relate to false information given to federal regulators prior to the oil spill involving risks linked to certain drilling procedures. The Department of Justice may bring the charges next year. Convictions could result in fines and up to five years in prison.

BP has long claimed that Halliburton, the BP contractor responsible for the cement job designed to pressurize the well during the drilling process, and Transocean, the rig operator, share responsibility for the accident. The three companies published internal reports detailing the causes of the accident. Other reports were written by a presidential commission as well as independent groups of environmentalists and university scientists studying the spill.

The most comprehensive report, made public in September, was a joint effort of the federal Bureau of Ocean Energy Management, Regulation and Enforcement and the US Coast Guard.

In that report, blame is mostly directed at BP, which is criticized for violating federal regulations for offshore drilling and making a series of decisions that elevated risk. The report details some 35 steps BP made that led to the disaster, suggesting that the blowout of the Macondo well was the result of late-hour company restructuring and concerns about cost overruns.

The suggestion that criminal charges are afoot precedes a civil trial scheduled to start Feb. 27 in New Orleans.

The Department of Justice is suing BP, and eight other parties, in an effort to seek damages under the Clean Water Act and for eight of the defendants, including BP, to admit liability without limitation under the Oil Pollution Act for all damage costs.

The outcome of next year?s trial will determine the extent of the fines BP is facing, likely to range from $4 billion to $20 billion.

Louisiana lawmakers are embarking on an effort to ensure that 80 percent of Clean Water Act fines resulting from the spill benefit coastal restoration for all five Gulf states.

The bill, titled the Resources and Ecosystems Sustainability, Tourist Opportunities, and Revived Economy of the Gulf Coast Act of 2011, was debated earlier this month before the US House of Representatives subcommittee on water resources and environment.

Subcommittee chairman Bob Gibbs, (R) of Ohio, criticized the bill, saying the Gulf Coast already received billions of dollars for flood control following Hurricane Katrina in 2005 and that it benefits from royalties incurred from offshore drilling.

Louisiana lawmakers, including Rep. Steve Scalise (R), counter that federal dollars were simply used to correct the levee system around New Orleans, the failure of which caused 80 percent of the city to go under water, suggesting that the additional funds were not used to build anything new.

Rep. Scalise added that the Gulf Coast states will not receive royalty money from offshore drilling until 2017. When that happens, Gulf states will collectively share nearly 38 percent, which he said was insufficient compared to the ?billions in economic losses across all five Gulf states.?

If criminal charges are brought against employees of BP, it will set off a legal process that separate from next year?s civil trial.

Anthony Sabino, an attorney who specializes in oil and gas law and who teaches at St. John?s University in New York City, says it is not yet certain why federal prosecutors are targeting individuals for criminal wrongdoing when it already is making a separate case against BP and other companies.

He says that unlike a civil trial that targets companies that have ?deep pockets,? a criminal trial involving individuals will not help the ultimate goal of levying fines to help coastal restoration.

?If you already have an ongoing investigation and an assessment of liability against BP and you are handling it in a formal, regulatory manner, it begs the question for what purpose are the criminal charges,? Mr. Sabino says.

CAIRO (AP) ? Egyptian security forces stormed the offices of 10 human rights and pro-democracy groups on Thursday, including several based in the U.S., accused by the country's military rulers of destabilizing security by fomenting protests with the help of foreign funding.

The raids on 17 offices throughout Egypt are part of the ruling generals' attempt to blame "foreign hands" for the unrest that continues to roil Egypt since the 18-day revolt that ousted longtime leader Hosni Mubarak in February, but that activists say failed to topple his regime.

Among the offices ransacked were the U.S.-headquartered National Democratic Institute, Freedom House and the International Republican Institute, which is observing Egypt's staggered parliamentary elections.

The Obama administration demanded Egyptian authorities immediately halt the raids on non-governmental organizations (NGOs), saying they are "inconsistent" with long-standing U.S-Egypt cooperation.

The U.S. State Department called on the Egyptian government "to immediately end the harassment of NGO staff, return all property and resolve this issue." Department spokeswoman Victoria Nuland said the U.S. ambassador to Egypt and the top U.S. diplomat for the Middle East have spoken to Egyptian officials about the situation and "made very clear that this issue needs immediate attention."

The raids on the NGOs were the first since Mubarak's ouster, though Egyptian officials have been levying accusations for months that the civil society groups are serving a foreign agenda. Most recently this month, Justice Minister Adel Abdel-Hamid accused around 300 nonprofit groups of receiving unauthorized foreign funding and using the money for protests.

The Interior Ministry said the raids on 10 nonprofit organizations were part of the investigation into foreign funding of rights groups.

By far the largest recipient of foreign funding in Egypt is the military itself, which has for more than 30 years received about $1.3 billion in annual U.S. security assistance.

Freedom House said its staff were held incommunicado during the raids and that cell phones, laptops, funds and documents found during the interrogations were confiscated. The group said in a statement the raids came just three days after it formally submitted papers to register its offices in accordance with Egyptian law.

Troops and police sealed the doors of the civil society groups and banned anyone from entering or speaking with employees as they were interrogated.

"In the current fiscal environment, the United States must not subsidize authoritarianism in Egypt while the Egyptian government is preventing NGOs from implementing democracy and human rights projects subsidized by the U.S. taxpayer," said Freedom House's Charles Dunne.

The Cairo-based Arabic Network for Human Rights Information, which is not under investigation, said in a statement that the raids went beyond the type of Mubarak-era tactics that spurred hundreds of thousands of Egyptians to take to the streets demanding freedom and democracy during this year's uprising.

"Mubarak's regime did not dare to undertake such practices prior to the uprising," ANHRI said, adding that the storming of the civil society organizations' offices is part of "a systematic campaign against these organizations, which was prepared for in advance."

The country's military was cheered by protesters when it took over security from Mubarak's hated police force in January during the uprising. The military, long the country's most powerful establishment and one that produced Egypt's last three presidents, sought to portray itself as a key player in the revolt that toppled Mubarak's 29-year rule.

However, in the eight months since Mubarak's ouster, the military, led by a general who served for 20 years as Mubarak's defense minister, has been methodically seeking to discredit the reformers, accusing them of illegally receiving foreign funds and being part of a plot hatched abroad to destabilize Egypt.

Egypt's leading pro-democracy advocate, Mohamed ElBaradei, a Nobel peace laureate, denounced the raids.

"Human rights organizations are the guardians of nascent freedom. Efforts to suffocate them will be a major setback and will surely backfire," ElBaradei wrote on his Twitter account.

An official with the Egyptian Attorney General's office said at least one of the U.S.-based organizations being searched was operating without proper permits. He did not say which one.

Laws requiring local and foreign civil society groups to register with the government have long been a source of contention, with rights activists accusing the government of using legal provisions to go after groups critical of its policies. Offenders can be sentenced to prison terms.

A security official said "influencing public opinion in non-peaceful ways" is among the possible charges that could be brought against the 10 organizations being investigated. The official spoke on condition of anonymity because he was not authorized to speak to reporters.

The security sweep on civil society offices comes on the heels of a military crackdown on protesters demanding ruling generals hand over power to a civilian authority. Soldiers attempting to end the protest last week beat women and dragged one half-naked while kicking her in the street. At least 17 protesters were killed, adding to the roughly 100 people killed in clashes with security since Mubarak's ouster.

Hassiba Hadj Sahraoui, Amnesty International's deputy director for the Middle East and North Africa, told The Associated Press that the ruling Supreme Council of the Armed Forces is trying to attack groups that have criticized the military's human rights records.

"I believe SCAF is trying to find some scapegoat (for their human rights record)," she said. "Targeting civil society was a technique used by Mubarak, so it really is reminiscent of the worst tactics of the Mubarak era."

In another development likely to inflame protests, an Egyptian court on Thursday acquitted five policemen of charges of killing five protesters and wounding six others during the uprising. More than 800 protesters were killed in the demonstrations.

The court said three of the defendants were not at the site of the killings while the two others fired against protesters in self defense.

Protesters have demanded that security forces who killed demonstrators be brought to justice along with those who gave orders to open fire. Mubarak himself is on trial on charges he was involved in the killing of protesters in the uprising. He could face the death penalty if convicted.

Judge Blocks California Low-Carbon Fuel Rules

A federal judge moved Thursday to block California from enforcing its first-in-the-nation mandate for cleaner, low-carbon fuels, saying the rules favor biofuels produced in the state.

The lawsuit challenging the state regulations, which were adopted as part of the state's landmark 2006 global warming law, was filed in federal court last year by a coalition including the National Petrochemical & Refiners Association and the Consumer Energy Alliance.

Fresno-based U.S. District Court Judge Lawrence O'Neill's written ruling Thursday said the low-carbon fuel rules violated the U.S. Constitution's commerce clause by discriminating against crude oil and biofuels producers located outside California.

Out-of-state fuels producers hailed the decision as a win for California drivers.

"Today's decision ... struck down a misguided policy that would have resulted in even higher fuel costs for Californian consumers while increasing the cost of business throughout the state," said Consumer Energy Alliance Executive Vice President Michael Whatley.

The board plans to ask a judge to stay the ruling, and appeal if necessary to the San Francisco-based 9th U.S. Circuit Court of Appeals, spokesman Dave Clegern said Thursday.

The rule is "an evenhanded standard that encourages the use of cleaner low carbon fuels by regulating fuel-providers in California," Clegern said, adding that it "does not discriminate against any fuels on the basis of geography."

The nonprofit legal organization Earthjustice, which was not party to the suit but works on climate-related issues, said the ruling was a major setback for the state's aggressive greenhouse gas emission regulations.

"California is leading the way on cleaner fuels and a cleaner power grid, and the state's programs are consistent with federal law," Earthjustice President Trip Van Noppen said. "It is not surprising that the oil industry is attacking these programs, but like previous attacks in the courts and at the ballot box, we expect this one ultimately to fail."

Romney kicks off Iowa home stretch targeting Obama (Reuters)

Davenport, Iowa (Reuters) ? Republican presidential candidate Mitt Romney kicked off the last week before the Iowa caucuses warning that November's presidential contest will be "an election to save the soul of America."

Romney, back in Iowa, assumed a frontrunner posture as his main rivals were mired in their own controversies.

Looking to score a surprise win in Iowa and a boost toward the Republican nomination, Romney launched a multi-city bus tour here on Tuesday with President Barack Obama in his sights and his Republican rivals in his rearview mirror.

Speaking to an overflow crowd of more than 300 people, Romney blasted Obama, telling the frenzied crowd that next November will be "an election to save the soul of America."

Polls show a tight race in Iowa, where voters will begin the Republican nominating process next Tuesday. Romney is near the top of the polls with rivals Newt Gingrich and Ron Paul, both of whom were running into political headwinds on Tuesday.

Romney holds significant leads in New Hampshire, which votes on January 10, and a win in Iowa could make his nomination seem inevitable.

Romney's campaign has fully engaged Gingrich in recent days and weeks, tarnishing what was a rising star.

With Gingrich fading under the weight of frontrunner status and lackluster campaign organization, Romney returned to Iowa to return his fire on Obama.

Romney used Obama's words against him, noting that in a campaign speech here in 2008, Obama said, "This is our moment, this is our time."

"Well Mr. President, you have now had your moment. We have seen the results," Romney said. "And now, Mr. President, it is our time.

"You have failed to deliver on the promises you made here in Davenport," Romney said.

New York ? From multivitamins to commuting, the year's health studies showed that just about anything can be bad for you

1. Multivitamins do more harm than good. A 20-year study found that women who took multivitamins were 2.4 percent more likely to die of any cause in that period than those who didn't. Folic acid, magnesium, and zinc seemed to shorten subjects' lives, and the more iron women took, the more lethal its effects. Study author Jaakko Mursu says nature built us to get nutrients from whole foods, so the solution is simple: Eat "as many vegetables and as much fruit as you can" and you'll get all the vitamins you need.

2. Liposuction won't make you skinnier, and it's hazardous to your health. Researchers used full-body scans to track the fat distribution in women who had the procedure on their lower abdomens and thighs. Those regions stayed slimmer afterward, but the same amount of fat quickly appeared in their upper abdomens, shoulders, and triceps. "The brain senses a loss of fat and restores it," says study author Robert Eckel. Because liposuction destroys the structures that house fat cells beneath the skin, the fat often reappears deeper in the body, where it can cause heart disease.

3. Household appliances may cause asthma. Pregnant women with the highest exposure to low-frequency electromagnetic fields, or EMFs ? which are generated by microwave ovens, vacuum cleaners, hair dryers, and other common electrical devices ? were three times as likely to give birth to a child who later developed asthma as those with the lowest exposure, a Kaiser Permanente study found. "The problem with EMF is that you can't see, smell it, you can't touch it," says study author De-Kun Li. But you should strive to "avoid those sources that we know about," especially if you're expecting.

4. Staring at a screen before bed ruins your sleep. A National Sleep Foundation study found that 95 percent of Americans gaze at some kind of light-emitting electronic device ? be it a smartphone, tablet, computer, or TV ? less than an hour before bed, which keeps the brain from releasing the sleep-inducing hormone melatonin. Young people, the heaviest gadget users, are the drowsiest, and their habit "may have serious consequences" for their health, says study author Lauren Hale. Sleep deprivation causes 100,000 car wrecks and 1,550 traffic deaths per year.

5. Cheering for a losing team could cost you your life. When the Los Angeles Rams lost the Super Bowl in 1980, a new analysis shows, cardiac deaths in L.A. County spiked 15 percent for men and 27 percent for women over the following two weeks. The Rams' victory in the big game four years later had no impact on local health. Many fans see their team as "a family member," says study author Robert Kloner, and become emotionally stressed when it's in trouble. A high-stakes game can increase a passionate fan's pulse rate, raise blood pressure, and potentially "trigger a cardiac event."

6. Commuting can wreck your marriage. A Swedish study found that couples are 40 percent more likely to split up if one partner has a daily commute longer than 45 minutes each way. Millions of Americans endure the known perils of rush hour ? like back pain, stress, and obesity ? to enjoy life in the suburbs. But that choice "can also be a strain on your relationship," says study author Erika Sandow. A common source of discord is male commuters leaving their wives with a disproportionate share of housekeeping duties.

7. City living, though, can drive you crazy. German researchers scanned the brains of people who live in an urban setting and found that they had more trouble processing everyday stressors than rural folk did. The bigger the urban area a person lived in, the harder his or her amygdala ? the region that handles anxiety ? had to work to deal with criticism from the researchers. The stress of urban life "might cause these abnormalities," says psychiatrist Andreas Meyer-Lindenberg. "If everyone were born in the country, there would be 30 percent fewer people with schizophrenia."

(AP) ? The Chicago Bears have placed quarterback Jay Cutler and running back Matt Forte on injured reserve, meaning they will miss the season finale at Minnesota this week.

The moves on Tuesday were hardly surprising given Chicago's recent struggles. The Bears (7-8) have lost five straight since Cutler broke his right thumb late in a win over San Diego on Nov. 20, and things took another bad turn two weeks later when Forte sprained the medial collateral ligament in his right knee against Kansas City.

Cutler, who was scheduled to have surgically inserted pins removed Tuesday, threw for 2,319 yards with 13 touchdowns and seven interceptions. Forte finished with 997 yards rushing and 490 receiving.

The Bears elevated defensive tackle Jordan Miller from the practice squad and signed guard Mansfield Wrotto.

Cutler's injury sent Chicago into a tailspin, knocking out of contention a team that appeared on its way to the playoffs after last year's run to the NFC title game. The Bears were mathematically eliminated with a loss at Green Bay on Sunday, but they probably weren't going to make it by the time they arrived at Lambeau Field.

One reason for that was the lack of a reliable backup quarterback.

Chicago put in a waiver claim on Kyle Orton after Cutler went down, but Kansas City had priority and got him. The Bears wound up signing Josh McCown, who was coaching quarterbacks at a North Carolina high school, and passed on going after Donovan McNabb after Minnesota let him go.

Meanwhile, backup Caleb Hanie struggled in a big way and went 0-4 as the starter. McCown got the nod against the Packers and performed better, throwing for 242 yards with a touchdown and two interceptions in his first NFL appearance since 2009, but the Bears saw their playoff hopes vanish in a 35-21 loss.

A healthy Forte might have made a difference, but his season ended when he took a hit to the knee against Kansas City. It didn't help that backup Marion Barber committed costly mistakes in losses to the Chiefs and Denver the following week.

He had a touchdown catch in a 10-3 loss to Kansas City called off because he lined up illegally, forcing Chicago to settle for a field goal, and things only got worse for him the following week. Barber got pushed out of bounds on a run near the end of regulation, helping give Denver enough time to tie the game. In overtime, his fumble led to the winning field goal.

Our beautiful and brave mother, grandmother, and great-grandmother, Josephine Rita Santella, passed away on December 26, 2011. Josephine was 90 years old, formerly of Havertown, Pennsylvania and has resided in Georgetown, Texas since 2007. Josephine was born in Philadelphia, Pennsylvania on June 6, 1921 to Christopher and Leonarda (Lazzarotti) Chiaro. On February 11, 1945 Josephine Chiaro and Nicholas Ralph Santella were joined together in marriage. He predeceased Josephine on May 11, 1996.

During her years living in Havertown, Pennsylvania Josephine worked as a bookkeeper for Haverford Township in their local government offices. Josephine was a member of St. Denis Catholic Church and enjoyed being active in the Legion of Mary, St. Denis Seniors, and St. Francis Seniors until her move to Georgetown. A very happy lady, she will be remembered by her lovely smile and gracious; generous heart and we know she is being welcomed in grand style. We miss her already.

Josephine is predeceased by her husband, Nicholas Ralph Santella. Survivors include daughters, Norma Steck and husband Tom of Georgetown, Texas and Michelle Costello and husband Jim of Williamstown, New Jersey; four grandchildren; three great-grandchildren; a sister, Rita Nicosia and brothers, Chris Chiaro and Peter Chiaro.

Tar Heels fall with a thud in interim coach's last game

SHREVEPORT, La. -- After North Carolina's 41-24 defeat against Missouri in the Independence Bowl on Monday, Everett Withers walked into the locker room for the final time as North Carolina's coach. He said he told his players he loved them.

He referenced the drama the Tar Heels have experienced in the past two seasons - an NCAA investigation, the firing of coach Butch Davis - and Withers said he told his team to carry on the lessons they learned from those trying times. The Tar Heels had desperately wanted to give Withers a victory in his finale.

But their trip to Independence Stadium didn't come with an ending fit for storybooks. Instead, North Carolina (7-6) gave an abysmal performance - especially on defense.

As much as the Tar Heels talked about winning for Withers, they lacked the effort - and the execution - necessary for the desired outcome.

"You know, you always want to go out with a win," Withers said. "Regardless, you always want to win your last one. Doesn't always work out that way for you. So you just move on."

Withers will move on to Ohio State, where he will serve as co-defensive coordinator. And the Tar Heels, when they return from winter break, will move on to the Larry Fedora era. The former Southern Mississippi coach will begin his official duties in Chapel Hill on Jan. 9.

But most North Carolina players weren't in the mood to talk about the future Monday night.

"I'm still lingering on this game," said freshman running back Gio Bernard. "I think (the future) really won't kick in until we get back ... and start talking to the new coaching staff and things like that. ...

"But for the most part, this entire break that we have coming up, I think I'll be lingering on this game."

Bernard had been dominant at times this season, but Missouri held him to 31 yards on 13 carries. North Carolina, meanwhile, had no answer for the Tigers' running game.

Missouri (8-5) gained 337 yards rushing and averaged 7.3 yards per carry.

The Tar Heels arrived in Shreveport with a rushing defense that ranked 14th nationally, but they were confused and often out of position against the Tigers' spread-option ground game.

James Franklin, the Missouri quarterback, gained 142 yards on 18 carries. Kendial Lawrence added 108 yards rushing. Franklin and Lawrence combined to run for half of Missouri's six touchdowns.

The Tar Heels started fast and led 7-0 lead after Bryn Renner's 22-yard touchdown pass to Dwight Jones. But Missouri answered with 31 consecutive points and led 31-10 at halftime.

"We had momentum and then really just couldn't get things going," Renner said.

Renner spoke with emotion about the Tar Heels' failure to win - their failure to do much of anything - in Withers' final game.

When it was over, Withers walked quickly to midfield to shake hands with Missouri coach Gary Pinkel, and then Withers hurried off the field.

His tenure as North Carolina's interim coach was over.

"I just take away what we went through to get to this point," said Renner, who passed for 317 yards and three touchdowns. "We went through a lot this season and showed the character of our coaching staff and these players and this team. I can't say enough about this team."

He and his teammates, though, had more difficulty explaining this defeat.

The Tar Heels promised they wouldn't lack motivation in Withers' final game - that they also wanted to put on a good show for their future coach, Fedora.

Instead North Carolina walked off the field with a disappointing end to a disappointing era.

Study links quality of mother-toddler relationship to teen obesity

The quality of the emotional relationship between a mother and her young child could affect the potential for that child to be obese during adolescence, a new study suggests.

Researchers analyzed national data detailing relationship characteristics between mothers and their children during their toddler years. The lower the quality of the relationship in terms of the child's emotional security and the mother's sensitivity, the higher the risk that a child would be obese at age 15 years, according to the analysis.

Among those toddlers who had the lowest-quality emotional relationships with their mothers, more than a quarter were obese as teens, compared to 13 percent of adolescents who had closer bonds with their mothers in their younger years.

The findings mirror previous research by these scientists that showed toddlers who did not have a secure emotional relationship with their parents were at increased risk for obesity by age 4 ?. This body of work suggests the areas of the brain that control emotions and stress responses, as well as appetite and energy balance, could be working together to influence the likelihood that a child will be obese.

Rather than blaming parents for childhood obesity, the researchers say these findings suggest that obesity prevention efforts should consider strategies to improve the mother-child bond and not focus exclusively on eating and exercise.

"It is possible that childhood obesity could be influenced by interventions that try to improve the emotional bonds between mothers and children rather than focusing only on children's food intake and activity," said Sarah Anderson, assistant professor of epidemiology at Ohio State University and lead author of the study.

"The sensitivity a mother displays in interacting with her child may be influenced by factors she can't necessarily control. Societally, we need to think about how we can support better-quality maternal-child relationships because that could have an impact on child health," she said.

The study appears online and is scheduled for publication in the January 2012 issue of the journal Pediatrics.

The researchers analyzed data from 977 participants in the Study of Early Child Care and Youth Development, a project of the Eunice Kennedy Shriver National Institute of Child Health and Human Development. The sample in this national study included diverse families living in nine U.S. states whose children were born in 1991.

As part of that national study, trained observers assessed child attachment security and maternal sensitivity by documenting interactions between mothers and their children at three time points: when the children were 15, 24 and 36 months old.

In the maternal sensitivity assessment, mothers were instructed to play with their child while investigators rated several aspects of each mother's behavior, including supportiveness and respect for autonomy as well as signs of intrusiveness or hostility. Investigators rated attachment security of the children at age 15 and 36 months by monitoring a child's separation from and reunion with the mother. At 24 months, researchers assessed children's attachment security by observing mothers and children in their home.

Maternal sensitivity refers to a mother's ability to recognize her child's emotional state and respond with comfort, consistency and warmth. Psychologists describe securely attached children as those who rely on their parents as a "safe haven," which allows them to explore their environments freely, adapt easily to new people and be comforted in stressful situations. Toddlers who are insecurely attached tend to have experienced negative or unpredictable parenting, and may respond to stress with extreme anger, fear or anxiety, or avoid or refuse interactions with others.

Using these assessments of maternal sensitivity and child attachment security, Anderson and colleagues developed a maternal-child relationship quality score for their own statistical analysis. With a range of zero to six, the score served as an aggregate measure of a child's early relationship experience: Each point reflected a child's display of insecure attachment or a mother's ranking in the lowest quartile of sensitivity at one of the three assessment time points. The researchers designated a score equal to or greater than three as indicating a poor-quality emotional relationship.

The researchers calculated the body mass index (BMI) of the children using their heights and weights measured at or near age 15 years. BMIs were converted into percentiles for age and sex based on growth charts developed by the Centers for Disease Control and Prevention. In accordance with current guidelines, children were considered obese if their BMI scores were at or above the 95th percentile on those charts.

A total of 241 children, or 24.7 percent, were classified as having a poor quality maternal-child relationship during early childhood based on a score of three or higher. The prevalence of obesity in adolescence was 26.1 percent among these children with the poorest early maternal-child relationships. The teen obesity prevalence was lower for children with better maternal relationships: 15.5 percent, 12.1 percent and 13 percent among those who had scores of two, one and zero, respectively.

Accounting for children's gender and birth weight ? two of several sociodemographic factors that also can influence the quality of the maternal-child relationship and risk for obesity ? children with the poorest quality early maternal-child relationship were almost 2 ? times as likely to be obese as adolescents than were children who had the best relationships with their mothers.

Anderson and colleagues suggest that this association between early childhood experiences and teen obesity has origins in the brain. The limbic system in the brain controls responses to stress as well as the sleep/wake cycle, hunger and thirst, and a variety of metabolic processes, mostly through the regulation of hormones.

"Sensitive parenting increases the likelihood that a child will have a secure pattern of attachment and develop a healthy response to stress," Anderson said. "A well-regulated stress response could in turn influence how well children sleep and whether they eat in response to emotional distress ? just two factors that affect the likelihood for obesity."

Obesity may be one manifestation of dysregulation in the functioning of the stress response system. Parents help children develop a healthy response to stress by protecting children from extreme levels of stress, responding supportively and consistently to normal levels of stress, and modeling behavioral responses to stress.

"The evidence here is supportive of the association between a poor-quality maternal-child relationship and an increased chance for adolescent obesity," Anderson said. "Interventions are effective in increasing maternal sensitivity and enhancing young children's ability to regulate their emotions, but the effect of these interventions on children's obesity risk is not known, and we think it would be worth investigating."

Sprint Still Worth $4.25 Despite iPhone Deal, Debt Concerns

Sprint?s (NYSE:S) stock has been under a lot of pressure recently after the company announced plans to sell the hugely-subsidized iPhone as well as continuing to spend on building out new 4G LTE infrastructure. The substantial costs associated with these moves forced the company to pile onto its already high debt load with a $4 billion notes offering, the interest rates on which were higher than usual. Sprint also owns over 50% of its 4G network provider, Clearwire, which has been facing a severe cash crunch. Sprint had to use some of its cash on hand to participate in Clearwire?s stock offering in order to provide the struggling carrier with a temporary respite from its liquidity issues. Sprint is hardly in a position to be providing bailouts given its own financial straits and its distant third-place market position behind behind Verizon (NYSE:VZ) and AT&T (NYSE:T).

With the company?s recent troubles attracting heavy attention, the stock has taken a beating. However, we believe the sell-off has been overdone and the company?s strategy holds long-term promise.?We have a?$4.25 price estimate for Sprint?s stock, which is almost 80% higher than the market price.

The iPhone Deal

Sprint has been steadily?losing postpaid customers, who are on long-term contracts with higher average monthly bills and are therefore more valuable than prepaid subscribers. Last quarter, the company lost almost 44,000 postpaid subscribers. Sprint struck a deal with Apple to sell the iPhone mainly in a bid to reduce this churn and also drive higher ARPU levels in the long term, as iPhone users are generally known to be heavy data users.

However, owing to its popularity, the iPhone comes with huge subsidies that carriers offer their subscribers in return for long-term contracts. Sprint will therefore have to suffer a?near-term hit to its margins, as it loses money on each iPhone sold. We believe that the market is hugely discounting this near-term margin hit while not taking into account the long-term positive impact on ARPU levels.

Although Sprint?s iPhone sales are not out yet, the overwhelmingly positive response that the iPhone 4S has garnered since its debut as well as the historical data usage of iPhone users leads us to believe the company?s?faith in the iPhone will serve it well in the long run.

Phasing Out Unsuccessful Networks

Sprint?s current postpaid subscriber losses can also be attributed to its failed bet on the push-to-talk iDEN network that it acquired when it bought Nextel, as well as its expensive bet on Clearwire?s 4G WiMAX network. Verizon and AT&T?s 4G LTE networks offer higher speeds to customers than Clearwire?s WiMAX, while Sprint?s 3G coverage has also been the subject of user complaints. These factors have been contributing to the defection of Sprint?s customers to rival networks. As part of its Network Vision project, Sprint is trying to phase out iDen gradually and consolidate its network holdings into one 2G/3G network using a combination of CDMA and EV-DO. This would not only reduce operating expenses substantially, but also allow for better 3G coverage and reduce roaming costs as the spectrum previously used for iDEN would now be available for the CDMA network. The company also plans to roll out 4G LTE, which would likely eventually replace WiMAX, in order to compete with rivals? 4G networks. We expect this long-term strategy will help stem postpaid market share losses and also improve margins.

Near-Term Capex Spike Should Help Margins

Sprint?s network costs will increase rapidly as it rolls out its own 4G LTE network by mid-2012 and funds Clearwire?s LTE plans.?The company will also be spending significant capital on the Network Vision project. These rising costs led the company to issue capital expenditure guidance of approximately $3 billion for 2011, a jump of more than 30% over last year. The company also increased its capex estimates related to the LTE rollout and Network Vision to about $10 billion in 2012 and 2013.?((Sprint Nextel Reports Third Quarter 2011 Results, Sprint Press Release, Oct 2011))

After 2013, we estimate a sharp decline in capital expenditures as the company completes its LTE build-out and gradually phases out the iDen network. Sprint?s stock is, however, highly sensitive to its capital expenditures. You can see how the stock price plummets when you tweak the trend-line to increase capital expenditures over the forecast period in the chart below. We think the current market price reflects this sensitivity, as the market likely doesn?t have confidence in management?s guidance.

High Debt Could Derail the Stock

Sprint already had a highly leveraged balance sheet prior to the notes offering, and piling on additional debt makes the balance sheet even less attractive and reduces the company?s operational flexibility. The elevated interest expense will certainly cut into the company?s cash flows, but we expect that the long-term margin improvement will justify management?s decision.

While we believe the market?s response has been somewhat exaggerated, it?s not entirely unwarranted. Liquidity concerns arising from excessive debt on its balance sheet will continue to be a major deterrent to its business, and should this strategy not pay off, Sprint could be in dire straits. (see?Sprint Plunges on LTE Expansion Costs, May Tap Capital Markets) On the other hand, if the company is able to grow its postpaid user base by selling the iPhone and execute its Network Vision plan successfully, its long-term prospects look very promising.

European markets eke out gains but Italy lags (AP)

PARIS ? European shares eked out modest gains Tuesday despite an earlier retreat in Asia, amid hopes of a solid Christmas trading period around the world, but Italian shares dipped as the country's key borrowing rate ratcheted up to worrisome levels.

Indicators out of the U.S., which can drive market sentiment the world over, have been stronger than expected, and there have been signs in Europe too of a solid trading. However, with the debt crisis in Europe still raging and growth expected to slow in China, investors have plenty to worry about.

A run of strong data from the U.S. ahead of the long holiday weekend had buoyed investors around the world but particularly on Wall Street ? the Dow Jones index closed last Friday at a five-month high last Friday.

In Europe, stock markets have recovered some ground of late too but most are still down on the year.

On Tuesday, France's CAC-40 rose 0.3 percent to 3,110 while Germany's DAX was up 0.2 percent at 5,891. The FTSE index of Britain's leading shares remained closed.

One market bucking the trend was Italy's FTSE MIB, which was trading 0.5 percent lower as the yield on the country's ten-year bonds struck 7 percent once again ? a level that is considered unsustainable in the long-run and eventually forced Greece, Ireland and Portugal into seeking outside financial help.

Italy is the eurozone's third-largest economy and is considered to be too big to save under current bailout facilities. Mario Monti, the coauntry's new premier got Parliamentary approval last week for a big austerity package that is intended to save the country from financial disaster.

Markets have grown increasingly fearful over the past few months that Italy will find it difficult to pay off its massive debts, which stand at around euro1.9 trillion ($2.5 trillion).

Despite ongoing worries over the spread of Europe's debt crisis to Italy, the euro remained relatively well-supported, trading 0.1 percent higher too at $1.3070.

Ahead of Wall Street's open, Dow futures were flat at 12,222 while S&P futures were also broadly unchanged at 1,260.

The narrow ranges across stock markets reflect light holiday trading conditions. Markets in Europe and the U.S. were closed Monday and trading is expected to be light most of this week though there could be some year-end movements on Friday as investors look to lock in any gains they may have made.

Earlier in the day, Asian shares fell after a disappointing profit performance by Chinese companies and a warning that Japan faces "significant downside risks" due to Europe's debt problems. That warning came from a Finance Ministry representative at a November Bank of Japan meeting, the bank said Tuesday.

Tokyo lost 0.5 percent to 8,440.56 while Seoul's Kospi shed 0.8 percent to 1,842.02. Taipei, Singapore and Jakarta also declined. Hong Kong and Sydney were closed.

China's benchmark Shanghai index dropped nearly 1.1 percent to 2,166.21 after the country's government reported that profit growth slowed at its major industrial companies. Total profit in the January-November period rose 24.4 percent over a year earlier, down 0.9 percent from the growth rate for the first 10 months of the year.

Oil markets were fairly subdued ? benchmark crude for February delivery was up 29 cents at $99.97 a barrel in electronic trading on the New York Mercantile Exchange.

Russia building 10-petaflop supercomputer, joins China in search of less US tech dependence

Our brothers from another Marxist mother are joining the race to 1,000-petaflop ?exascale? computing: By 2013, Lomonosov Moscow State University ? the oldest university in Russia ? will house a 10-petaflop supercomputer created by T-Platforms, an up-and-coming high-performance computing (HPC) company that?s basically the Russian equivalent of Cray or IBM.

The exact hardware spec isn?t known yet, but T-Platforms has apparently pitched a few different node varieties to the university; some sporting Intel Sandy Bridge Xeons, some Ivy Bridge, and some a combination of Sandy Bridge and Nvidia Kepler-based GCGPU coprocessors. To reach 10 petaflops, which is just marginally slower than the world?s fastest HPC installation, Japan?s K computer, there?ll probably be in the region of 500 to 1000 server racks, and tens of thousands of CPUs and GPUs. Like all other top-end supercomputers, it will be water-cooled.

Beyond the computer itself, though, a much more interesting story is unfolding. If you go back 10 years (he history of HPC only really dates back to the ?90s) almost every supercomputer in the world was in the USA or Japan. The title of World?s Fastest Supercomputer is now firmly back in the hands of the Japanese, but in 2008 it belonged to China?s Tianhe-1A. The US is now upgrading its fastest supercomputer, Jaguar, to become Titan, and by the time 2013 rolls around there?ll probably be a handful of 10-petaflop computers sucking down tens of megawatts each.

The T-Platforms supercomputer, from another angleThe thing is, Titan, Tianhe, K, and Russia?s unnamed computer, are all built on Intel, AMD, and Nvidia technology; American technology? and that?s all about to change. China is now working on a supercomputer made entirely from Chinese tech, Russia has made it clear that it would like to seed a homegrown tech industry that can power these supercomputers, and even Europe ? which already has high-tech companies like the UK-based ARM Holdings ? wants to reduce its dependence on US technology.

It seems that the Russian, Chinese, and European governments all believe that the ?race to exascale? provides the ideal seed for home-growing the new processing, memory, and interconnect technologies that will be required at 1000 petaflops (which we shoudl reach by 2020). Intel and Nvidia already have a massive head start (the next-generation HPC-oriented 50-core Knights Ferry is almost on the market), but who knows. Russia and China are both famous for their crony capitalism, and shoehorning trillions of governmental dollars into technology start-ups is probably one of the few ways to beat Intel.
